your statement about the USDA is not correct. Oligonucleotides are considered GRAS (Generally Recognized as Safe) by the FDA and the new GMO Law specifies what is GMO and what is not. DNA is not automatically considered a GMO if added to food. I think you are confusing it with organic in which case you are partially correct, adding synthetic DNA to organic foods is not allowed. It is a bunch of complicated issues that blend science and prejudice.
