Did they change it recently? What are you subscribed to to see the OTC data?

I have the 30+ trades and now have Etrade Pro, however they are saying that I need a subscription to NYSE Total Book, Total View or ARCA for Level 2. (which they call Market Depth)

ARCA is free however I can't see any of the penny stocks, only big players like Microsoft and Amazon.
