A penny stock is defined as under $5. $DB is corrupt and bankrupt, but is being bailed out by the German taxpayer through tax incentives and other mechanisms.

$DB will eventually be a penny stock, and then disappear most likely like $LEH or one of the other failed banks in 2008.
