Spot on GuTA regarding this history on past Presidents during bearish market actions, and current board heavy bearish sentiment.

Fundamentally the markets were at a rich 25 P/E in Sept peak, and now are priced closer to long term avg 15 P/E for forward looking earnings. Market has been has been significantly de-risked, and why I am considering shifting 15% of my cash position to work in early Jan.
