If penny stock is shorted, there are two choices. Cover at the lowest if there is a possibility of pps going up. Huge money is made. Second option is pray for RS. Once RS happens, there is no need to cover. Huge money is made.

Therefore, for shorter, the goal is to keep pps at no bid or RS, that's what I was told a long time ago, imho.
