When he says cleared funds he means funds he can use to buy stocks, particularly penny stocks.
Most brokers put a hold on checks you deposit until the check clears, or say you can use the funds immediately for big board stocks but only after clearance for penny stocks.
Similarly, when you sell a stock it takes two business days for the trade to settle. Depending on the type of account you have and your releasing history, some brokers may not let you buy penny stocks with the proceeds of your sale until settlement date.
Think of it as your broker’s equivalent of one of your creditors wanting more than you saying “The check’s in the mail”.
If I could afford to buy all of them, I would not need to buy any of them and I sure wouldn't be spending time on the message boards!
