Low float has nothing to do with dilution. If the company wants to raise money then they sell shares. Remember, this recently did a R/S likely because the share structure got to high from past dilution.

You have 23m o/S, but you have 840ma/S, which means they are over 800m shares the company could in theory dilute. Not saying they are, but they're signs of dilution last couple days.
