Think coulda happened early as 13th,yesterday latest but these things are worded "as soon as" I think 20 days - calendar not business days usually - also depends on when notices are considered legally sufficient, maybe they're erring on side of caution in that regard. Or it's taking them a while to get their pins in order.
Sorry IDC enough to find out further, sick feeling to even think about this and that Scamalucci, any bounce would be temp til more sell IMO, but any day.

Besides the ones clinging to a miracle last minute and cost of commissions, some may be too sickened to even look @their losses column to trade this thing for the tax relief. We MAY see an EOM flurry in that regard but IDK why anyone planning to sell for tax loss would wait. All just my guesses.
