Yes, if might very well have been ECAB that sabotaged both dividends. Since Solomon never discloses the things with fine print, I'm going to speculate and say that it was ECAB who got all the dilution shares this year, and that Solomon had promised them that the PPS would not go below the settlement price - hence the dividend announcements in the Q1 :p
