Rallies of a half cent or more are common with this stock's volatility and manipulation. I'm not seeing a rise to 4.5 cents until Monday the 19th and it was in the afternoon as I remember and not the morning. As I remember it was still below 4 cents all morning and the PR came before the opening. I have to go back to Aug 20 to see 4.5 cents prior to Nov 19.

Not saying there was no leak. If there was few people got the info or it was largely ignored.

There were significant volume increases in the weeks prior, if that helps your point, from roughly a quarter million to around 3/4 million shares a day. The heavier volume remains.
