1) Mnuchin isn't the one that has the statutory authority to impose receivership. The FHFA director is the one that has the authority to do so, and Mnuchin wouldn't be able to do anything about it.
2) The prospects of receivership have nothing to do with the share price.
3) Mnuchin's words were exactly the same thing he has been saying all along. Both a recap/release and receivership are logicall consistent with what he has said.
