I believe its partially priced in, but Trump signing isn't a slam dunk in some people's eyes, so I think the 'signature' isn't priced in yet. Zero reason this wont be over 5's after he signs, even after a little profit taking or if there is any 'sell the news'(which im hoping there isn't since it already sold off last week).

Share price isn't moving because look at the volume today and yesterday....everyone is holding or sitting on the sidelines waiting for that signature.

But yes, farm bill opens the doors to the CBD world and so many good things to follow it...hopefully some quickly after.
