Colorado couldn't wait any longer and decided to demolish the dam and rebuild it itself. Because the state is doing the work, anticipated costs will be lower than what Two River would have paid for it. So in a way it benefits Two Rivers in that the cost is lower than the liability they accrued on the books.


On the downside, Two Rivers admits in the filing it has very little capital. It has told the state that they will pay back all the costs of the dam repair in due time. Bet ya it doesn't happen within 5 years.

Plus the State now has the company directly in it's crosshairs for failing to do this on their own as promised for the last 10 years.
