I won't go into specifics, but the answer to your questions in one word "capital". The lab in question faced delays and cost over runs. The lab in Vegas is only 1 of the other 4 labs. The lab finally got licences etc sorted out in Oct. This is when they started accepting $$ making customers.

With that being said, they are trying to secure financing so they can get up to date with sec. With the share count, expected rev folks here estimate that the pps should take a big leap once they become current. That is the hope.
