No that is a reverse split. A reverse merger takes place when a shell is taken over by a private company. The lower the float, which is the case for RARS means that the shell is easier to clean up and make sure all shares, legal issues and filings are in order. This means this shell costs more and has less issues than a bloated float with issues. Go WU BA Lol!
