Yep, Excel, you are probably right. I use Google map to get directions without having the "locator" on. But, like you said, "they" will know where I am and what I'm doing, anyway.
I figure "they" know where the phone is even if the phone is off.
Paranoia? Maybe. Here is a true story from personal experience.

Way back around 1970 or so, when in university, a professor told me he had been interviewed by the FBI. Questions had been asked about me and several other students, at least as innocuous as I. This, apparently, was being done quite regularly even at my university even though there had been no riots or even demonstrations. It was a nice quite middle of the road kind of place.
So, if the FBI could spare a couple of agents to go around asking questions about a few students back in those days, I find it very easy to imagine someone sitting at a desk with several computer monitors. You or I would only be a click away from the main screen.
