It depends on if the last offering is implemented before the split, or after.
The amount outstanding after the latest offering would bring the OS's to 1,818,833,140.
Post R/S, 90,941,657.
Doesn't really matter if they implement before or after the split. IF they do it just after, the result will still be the 90+ million post R/S.
What I'm expecting is those shares will be available for selling after the R/S. Especially because nobody wants them before.
They will release more PR's designed to hype the stock and money will be made by anybody who stays light on their feet. (Not planting them)
