Wrong. A demurrer is not a motion to dismiss. A demurrer tests the legal sufficiency of the pleading. A motion to dismiss says even if the elements are pled correctly, you don’t have a claim. So if all the elements are sufficiently plead, the court accepts all allegations as the truth and will deny the demurrer.
