Snow, come on. When they announced the cash dividend policy, it was Garrett supposedly who was behind this. Now that they didn't pay it, it is Garrett again. Something doesn't add up here 
Solomon missed the target. He doesn't have the money. Managers usually miss targets. The problem underneath is that Solomon never has a buffer. And he should have had one this time. Another expensive lesson learned. Too expensive for some of us, I'm afraid.
