The “PSD Construction Air Permit” must be issued BEFORE they can ever put a shovel in the ground to start building the facility. PSD is “Prevention of Significant Deterioration.” See next URL.

There are also warrants expiring this month and again in January.

If I were Mark, I wouldn’t announce anything about financing (if he has it in hand or is close to acquiring it), until we are towards the end of January and/or closer to getting the PSD Permit. And, I believe there is a 30 day public comment period once the PSD permit is completed for public review.

Timing is everything….. Will be interesting to see if they need to issue another PP to get over the hump.
