In the recent update Duffield does claim that SAHPRA is carrying on with business since SAHPRA and the Health Dept. had to move out of their building end of October. Remember, TXTM's update about having delivered the asked for papers to the SAHPRA CEO came out mid-October, stating the CEO would then have everything she needs to grant the license to TXTM.
It's now 6+ weeks later. I now think SAHPRA is okay, but under the thumb of a head of the Health Dept who meets directly with politicians in Parliament. THAT is the solid wast blockage in the drainage plumbing (sort of speak.)

But SAHPRA must have what they need to grant the license.
