My understanding is they are the sole designated broker for this specific spectrum, which gives flexibility for issuance.

Also, there was a recent development that allowed use of narrow band between the channels, where previously it was required to be unencumbered. I'm not an expert on this by any means, but that is my understanding. This means more capacity was created than what was available a year ago. It was a pleasant surprise.
