A buy??? LOL! No... There are of course, no "buyers". It's more a buck for the lot tax loss sells that a broker arranges for clients stuck with untradeable, dead scam, garbage stock like TECO. The broker takes the shares off their hands by paying them a token amount, for a fee of course, so they can be written of as losses.
