They have the ability to reduce them both by the same ratio at 100:1. Anything other than that will see and immediate correction. If they split the shares 150:1 and reduced the shares available by only 50:1... then every share is immediately whacked into 1/3 of the value and it will get absolutely demolished on the market.

I don't think the intent of the company is to reduce the share value just to dilute their value and continuing further drilling a black hole of debt. I think it simply is to get the PPS up to a number that could allow for a major market up-listing. True colors will surely show when the ratios are filed and carried out.
