It also comes after countless hours of testimony by sick people describing how medical MJ has alleviated their symptoms, from the after effects of chemo to simple headaches and insomnia.

I'm not sure he's a clown, but it's very hard to understand his goals. Sure, he claims to be totally against "high nicotine" ciggies, but he used to be on the board of an e-cig company.

Has he come to see the light? Or is he in place to make sure that any transition away from traditional conveyors of nicotine goes smoothly for big tobacco?

I can't see a mandate. I see the FDA allowing VLN to compete in the open marketplace and I see big tobacco's plan to crush the fledgling challenger to their revenue. There is no other reason whatsoever that would explain why XXII's nicotine IP hasn't been bought for what amounts to pocket change. Unless it's that BT can beat back the FDA and VLN will not be approved.

There's a fair amount of pumping going on around here and that's to be expected. But the facts on the ground do not support an unalloyed rosy view of the future of XXII, especially with a marketing group that seems not to exist.

It's possible that various tobacco companies view the decline in share prices as normal fluctuations in a turbulent market, especially in the context of a longer term chart. If their shareholders find the future so obvious, as some here assert, why haven't they been pouring into XXII?
