They are wanting to sell herb in the kiosks so they need to get approved by the Mexican govt first. Thats what they're waiting on. Imported Cannabis is approved to be sold commercially but only by a handful of foreign suppliers. They either need to get on the list or have an alliance that gives them the ability to sell it in their kiosks. The risk here is definitely worth the payout.
