The ones pulling the strings want to keep the pps cycling back down so they can acquire in bulk then drive it up once again and resell it to the folks who believe this is real. Iterative slump and pump. They are making $ off of it and will keep doing it as long as they have buyers. As far as those PR's, anyone can issue those, even without the knowledge or permission of TVOG management.
