If he had a contract the mall owner would be legally bound to abide by it. Well apparently there's no such contract which is why the project now appears in jeopardy.
On top of this you have the guy on the selection board who is having to recuse himself from the next stage of approval for writing a letter of support for Dharma.
I can only imagine the stink the other 46 applicants must be raising. Whether a new and acceptable location can be secured by Dec 18th is the question. Will the coal boys want to spring for even more real estate in that woefully depressed area while not knowing if their mall casino will be green lighted or not? Imagine being stuck with that albatross of a mall as well.
