What causes a company to allow so many distro deals to expire and little efforts to replenish inventory?

One preparing itself for a buyout? Watching all these JDA's fall through I would develop an extreme case of pessimism and start wondering how many "partnerships" where designed to pull the rug out from under your competition or mole their R&D. CTL and SINTX seem solid the way the partnership is designed and present a solid strategy of stopping the slowly bleeding to death. I`m wondering how you process this relationship? A plan-B? A bargaining chip against the waiting game? It's an "I`ll believe it when I see it" with me. My faith lies with Chon until further notice.
