step 1 - get 5th tier poor country to give me land for lease
step 2 - get stupid investors to give me money for shares
step 3 - get poor farmers to dig in the dirt
step 4 - go back to investors report progress
step 5 - get more suckers
step 6 - get local 4th tier and 5th tier banks to "lend" money - and report success to the suckers who gave you money.
step 7 - get even more money from suckers due to PR news of farmer digging holes and build muddy buildings.
step 8 - split the money with government goon and run away
step 9 - some idiot will prove success with "googlemaps" links
step 0 - repeat steps 1-9 somewhere else!
