May be a hedge fund or market makers. Modus operandi is the typical one. An "algo" (computer program) is operating day after day. Sells at the ask, buys at the bid. If somebody wants to buy, it moves the bid .0001 above. If somebody wants to sell, it moves the ask .0001 lower.

And that's it, typical for a shell company with no operations and no news. Problem is that this company is not a shell company and has good and consistent profits. If there is no interest from potential investors, "algo" will keep ruling the operation.

Things that need to be clarified:

1 - Buyback program - When announced at the end of April, 200,000 shares were bought @ .065. According to last report, 295,000 were bought in 6 months. So, a buy back program that lasted one day??? Bought @ .065 and didn't buy any when below .03 and below .02??? The purchase was performed when there was no cash and now that there is cash, nothing is done??? If Mark doesn't want to buy, then don't buy. If he wants to buy, then buy. What is toxic for price is saying he is going to buy and not doing it.

2 - Name and CUSIP change. Announced around 3 months ago and nothing. "Some extra documentation was requested". OK, and what happened after that??? Normally, this takes a couple weeks. Is any condition/situation preventing this??? A problem with the share structure??? A problem with notes pending to convert??? Are valid notes or invalid notes adding noise and delays??? Again, the problem is announcing and not performing.

3 - There were some comments about an attempt to convert a note that was blocked. That sounds good, but who did it??? Is that person going to be able to convert in the future??? Is that note valid??? How much is the note??? What are the conditions??? Is there any disagreement between the parties about this note???

4 - The ever missing PR. Moment for the PR was the release of the 3Q numbers. No PR and numbers released during Thanksgiving week, great reports but nobody notices them.

Always, always do you own DD. Only invest funds you can afford to lose and trust nobody but yourself.
