Great observation on this. They have to pass a Farm Bill. Too much risk in not doing so. Farmers have been putting pressure on the House and Senate to get it through.
Like much of what happens in Congress, things go down to the wire. This will be probably a last minute resolution.
As far as Hemp goes.....Mitch does have an ace in the hole as you mentioned with adding the Hemp Declassification into the existing 2014 bill....If that gets extended into the new Congress, I believe he will get the language amended into the 2014 bill and get it done that way. It's already approved by a 20-1 vote in the Senate over the summer.
Worst case scenario will be this move by McConnell.....he has too much riding on this.
