Per the Indian Government final approval document (dated 2/1/18) for the initial Tech City project,

the project included the build out of the infrastructure (road, water, sewer, etc) for the 100 acres site and the construction of the 4 story, 160,000 sq ft Common Facility Center Building. This building will include eight 4000 sq ft incubation units on the third and fourth floors, which I don’t believe will be used for actual manufacturing, which will be done in the separate Electronics Manufacturing Clusters.

The 100 acres site includes 42 building sites or Electronics Manufacturing Clusters (EMC) for construction of manufacturing facilities by participating companies (constituent units).

The proposed schedule was for completion within 11 months, or January 2019.

The total project cost is Rs 119,84,77,195 or 120 crore ($17million).

The Government of India is providing 50 crore ($7MM) Grant in Aid and the State Government of Assam is providing 40 crore ($5.6MM) Grant in Aid.

The remainder of the Tech City budget of 30 crore ($4.2MM) is being provided from the constituent units. The initial constituent units identified were:

a) JnJ Powercom Systems Ltd
b) Amtronics CC
c) RTGlobal Info solutions Pvt. Ltd.
d) DS Systems Pvt. Ltd.
e) Tel Excel Information Systems Ltd.

Per news articles, the foundation stone for Tech City was laid on 2/4/18.

On 8/11/18, foundation stones were laid for another 140,000 sq ft common facility building, the SWIFT Centre (Start-up World of Innovation in Future Technologies) and for two electronics manufacturing units. These EMC are being built by JnJ Powercom Systems Ltd. for smart meter production and SIMOCO Telecommunications (South Asia) Ltd. for manufacturing LED lights.

Per the 11/19/18 PR from QMC, the 12,000 square feet nanotech-focused facility is being established as the anchor project within the recently announced Electronics Manufacturing Cluster in the Guwahati Tech City.

The initial capital infusion ($20,000,000 provided by Amtronics CC) will be used to build out the facility, purchase all the production and process equipment, including the micro reactors, train the staff and provide the initial working capital.

The Honorable Minister IT Mr. Keshab Mahanta added “We are happy to report that all the preparatory work has been completed, and we are now ready to commence construction of the project.”

So Tech City infrastructure and support building will be completed in Jan 2019, but the actual manufacturing units, which are being built by and funded by separate companies are on their own schedules.
