The year was 2010; I found the article while researching what was to become my new tropical home. Fortunately I escaped, just in time, before YuTu struck a devastating blow. OTEC can even neutralize hurricanes, and I look forward to seeing it finally reach fruition, not in Saipan, but rather the Virgin Islands and several other locations now at various stages of development.
