30% probability is about right IMO. The bigger the project, the better the odds in general. Often it is a political thing.

I don't know what project deployment operations means, but it excludes operations and maintenance. So SIAF will basically build the thing.

IMO it's close to 2,000 APM modules. $500M project with 40% gross margin for CA if all milestones are met. 3-5 year construction time.
