I totally agree that he has the biggest interest to get the best financing package he can.
But that it -> the best deal he CAN. That does not mean that everything will fall from sky or some investor agrees to an equity package for hundreds of million based on a shareprice of 2 CAD when its currently trades at 0,52 CAD.
Thats just my opinion.

Maybe there is a first tranche for 100 million equity based on current 0,5 - 0,6 CAD SP and that lifts the SP to 1-2 CAD so that dilution will be as low as possible. Then next 200-300 mil at maybe 1,5 CAD. Dont know. But why does it take so long to even get small first tranche.
