I guess that is one way to look at it.
As for me ......

They announced that they were going to inform us
of the position we are in regarding the South African
license.

They failed to do that.

Instead they tweeted in such a manner as to at a glance
appear to announce they had received the license.

This is very suspect.

Raised many flags for me.

To my disappointment.
