Maybe we should look at the entities(Entity) that are supposedly going to finance the project. What are they looking at on their end? Could it be that there is too much debt to contend(share dilution) with or could it be that the amount that is required there is no room for a profit on their end. If this is case the amount of equity distributed would be less than the amount of debt or vice versa.
Like MS said in a interview in the past who will give in first.
Or a mutual agreement would be the best case scenario...
