Many legit companies use high end specialized recruiters where pre-vetting narrows down candidates. They don't usually represent companies that cannot pay the hefty fee, nor candidates that will dampen their reputation.
They also use companies like Accenture to further vet the final candidate with background, financial, criminal and credits checks. They even check where Tony posts or behave on the net.

I don't think Tony will get very far with any reputable company.
