Who are those very stupid sellers which have kept dumping Millions Of Dirt Cheap shares at the Lowest-Possible Bottom price 0.0001?

Anyway I'm willing to buy up to 692.85M shares at 0.0001 to bail out all of them at 0.0001, instead of some price below 0.0001!

The Entire float of ACTL is only 692.85M shares!
