The speculation may make sense but one needs to be careful of that table. It's full of tricks, turns and footnotes.
e.g. "Does not include 2,000,000 shares of the Company’s Series A Preferred Stock (the “Series A”), held by TheraCour Pharma, Inc. which votes at the rate of nine shares of Common Stock per each share of Series A"

So that 29% doesn't include those 18M votes and neither does the 69,171,740 shares in the footnote:
"(1)For each shareholder, the calculation of percentage of beneficial ownership is based upon 69,171,740 shares of Common Stock outstanding as of September 15, 2018,...."

ps. According to the proxy:
"There are currently 4,531,394 Series A preferred shares outstanding."
And now you know why I avoided getting into the numbers of it and just stuck with the theory :o)
The numbers are messy.

But can it core A apple?
