Actually it doesn't. It proves private ships are the way to go. Read it again.

Spain has made no claim on the Cape Canaveral shipwrecks, and Spanish ships might have been privately owned, meaning the Spanish government wouldn't necessarily have claims to them.

It wasn't until the Supremes upheld the 4th Circuit ruling in 2001 that Spain (the very next day) said they were going after their treasure galleons.

Now if GME proves the ship is Spanish then Spain might make a claim.

We'll see.
