Don't worry about the share price while in conservatorship. 99% of the 1.16 billion outstanding shares are salted away and not traded. The 1% or less of outstanding shares that do trade are the same shares traded every day among the MMs, shorts, and day traders. Today's share price has absolutely no bearing on future prices when R/R/R is initiated. Your only concern should be when will the deadbeats get off their asses and do something constructive for maligned shareholders of this privately owned corporation.
