due to sudden requirement for an export permit to the usa
Apparently, the permits needed were as a result of the drug cartels getting involved in the iron ore business. Apparently, they just took over the mines. Apparently, control of Lazero Cardenas Port was in the hands of the cartels. Apparently, that is why the navy came in and took it back.
