Hop-On is not even authorized to conduct business, enter into contracts, file lawsuits, or defend itself against lawsuits.

The fraudster CEO steals his own company's money., loses in a big fraud judgement in court, then tries to claim he will "settle".
The CEO may have forgotten that once he loses in court, it is too late to settle. He (and Hop-On) were already found liable for the fraud and stealing of his customer's cash.
