I suspect what they are trying to say is that Mexus is focusing on one geological structure or zone, and that someone besides PT is telling the driller exactly where to set up, what angle to drill, how deep, etc.

I assume that person is Lemas, the company geologist who is designing the details of the drill program. It sure isn't the drilling company as suggested by others. That's not the role of a drilling company, typically. Think of the drilling company as a "tool" - their role is to drill where told, and to recover good samples.
