According to company filings, the TA is gagged because they switched transfer agents. Here is what the company said when they announced the switch on 9/27/18:

"Madison Stock Transfer, Inc. has applied for participation in the OTC Market’s Transfer Agent Verified Shares Program (the “Program”). Madison Stock Transfer, Inc. has told the Company that it expects to be approved during the first quarter of 2019. Upon approval, it will provide all information required pursuant to the requirements of the Program."

Whether or not there's dilution or any other reason, I do not know. But, if we go by actual company filings, there's the reason.
