It isn't off-topic far enough for it to be a violation of the terms of service. if it were to be contested it would be found that that message is not a violation of TOS by the site Admins.

now for comparison sake, if you really want to see repeated violations of TOS, you can check out another board that I am on but not yet a moderator to. Our board is like a monastery compared to the other one! If you think LC's comments are a violation of the terms of service, you ought to check out the other board I am in. it's been rather tame over there the last two or three days, but if you go back in the history by a few days / weeks, it's remarkable the stuff that gets away on that board. I can't mention the name of the board because that's a violation but if you go into my profile and click on my stocks or whatever the option is there you can see the other board that I'm in and make your way through there and see what I mean. This board is Sunday school compared to that one.

Also every message has an option to report a violation, and the box that pops up are all default selections to choose from. They never change, nor can you make a custom complaint. ie: damaging slander against company or a personal attack against the company etc... Believe me, I tried
