Am I totally stupid to buy more?

Let me answer that with two questions;
1) Do you believe in SIAF?
2) Can you live with not being able to sell the shares the next 1-3 years?

If yes, then go ahead

Personally I believe that SIAF will announce the cash dividend in the Q3-report, but I'm selling some of my Merkur-shares to buy them back on OTC (well, I bought on OTC first, always scary to sell first with SIAF...) since I think the risk/reward of the possibly "extra" TRW-shares is good. Although I would prefer to get more cash, in which case it would be better to buy discounted Merkur-shares (and hence a higher yield than what you currently get on OTC).
