I took it as two companies that are collaborating on a project. The MOU, Memorandum of Understanding, which I had to look up, is defined as:

A memorandum of understanding (MoU) is a type of agreement between two (bilateral) or more (multilateral) parties. It expresses a convergence of will between the parties, indicating an intended common line of action.

What the terms are or why they are doing it was definitely explained in a weird and garbled way, leaving more questions then answers.
